While I hate it.... you gotta hand it to some of these cats....they do know how to get around Government Written Programs!!
NOW, just think what is happening in SNAP, MEDICARE, SOCIAL SECURITY and the list goes on. But again, the work around and obfuscation of the acts are amazingly clever. And no one suffers consequences!! C'est la vie!!!
